Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are delivered from various governments. Significant resources is allocated on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "resolution".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a capacity afforded by timely intelligence. From witness perspectives, military aircraft that had been dispatched to intercept incoming guided weapons roared overhead – sophisticated military planes delivered to Ukraine by European allies.
Moments later, Kyiv's missile defense activated: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably provided by partner states. Every deployment jolts you unexpectedly, rattling buildings. The brief panic quickly becomes grim resignation: possibly the hostile projectile won't hit its mark this time, protecting urban areas from ruin and further power outages.
Continuous Dangers
Soon after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a need that European nations are clearly incapable to replace in the short term.
Ineffective Peace Efforts
The detailed framework from US administration provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new approach from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This trend will, no doubt, continue.
Political Considerations
It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington functions according to a principle well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is impossible to compel Moscow to relinquish the land that it already controls in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, Washington does little to discourage Russia, through statements or actions, from thinking that the status quo will not evolve additionally in its favour in the near future.
Opposing Positions
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a complete military breakdown until situations evolve in its advantage.
Existing Situation
Objectively, there are no real preconditions for a truce. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their objective will now be much harder after current events, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
